An electric scooter is a vehicle like any other, and riding one always carries the risk of injuring someone or damaging property.
From 2026, it is a legal requirement to hold an insurance policy that covers specified limits through third-party liability (TPL) cover.Electric scooter insurance is compulsory in Spain from 2026 pursuant to Act 5/2025. This national regulation requires riders of personal mobility vehicles (PMVS) to hold a third-party liability insurance policy approved by the Directorate-General for Traffic (DGT) to cover property damage and injury to third parties.

What types of scooters are covered by the insurance?

Category A electric scooters
Classified as Light Personal Vehicles (LPVs), these models have a total weight under 25 kg and a top speed of 25 km/h.

Category B electric scooters
Classified as Motor Vehicles (MVs), these scooters exceed 25 kg in weight and have a top speed of over 14 km/h.

How can you tell if your e-scooter is certified?
If your e-scooter is already certified, you’ll need to arrange insurance cover.
If it isn’t, certification will be a mandatory requirement for use by 2027.
Certified models carry an aluminium identification plate or sticker with a matt black background, typically found on the underside.

Vehicles must feature a unique, permanent, and legible factory marking in a clearly visible position that cannot be reused on another vehicle, containing the following information:
· Maximum speed
· Serial or identification number
· Certificate number
· Year of manufacture

- If someone is injured or you damage property in a road accident, we’ll cover the personal injury or property damage you have caused

OPTIONAL COVERS
To further enhance your protection and peace of mind when riding your electric scooter:
- Personal Accident Cover: covers bodily injury resulting from an accident whilst riding an electric scooter and/or resulting in the death or permanent disability of the scooter rider.
- Optional third-party liability: covers damage caused by fire or explosion of the scooter in any situation.
- Legal protection service: criminal defence and bail, claims for damages, defence against administrative traffic offences and telephone legal advice.
Who can take out this insurance?
This insurance is available tolegal-aged individuals for an e-scooter intendedexclusively for private use, with no professional or commercial activities permitted.
The minimum legal age to ride an e-scooter is 16. The policyholder must be at least 18 years old; however, immediate family members aged 16 or over may be included as named drivers.

It covers the legal obligation to insure against property damage and/or bodily injury that third parties may sustain as a result of electric scooter operation. It can be supplemented with optional covers that protect the rider.

This policy does not allow you to add cover for theft of or own damage to the vehicle.

Hoverboards, choppers, Segways and electric unicycle-type vehicles are not insurable under this policy.

The minimum age to ride a scooter is 16.

A motoring event is defined as the use of a light personal vehicle for its standard purpose as a means of transport, including when it forms part of a continuous journey on another mode of transport. Situations where the vehicle is stored or transported as cargo or freight, or left parked on a property outside a designated parking area, are not considered motoring events, nor is any explosion or spontaneous combustion occurring during those times.
