On 29 September 2023, the Animal Welfare Act came into force and introduced new requirements for higher standards of pet care and welfare.

Among the measures set out under the law, one of those raising the most questions is the requirement to have third-party liability pet insurance. This means that all dog owners must have insurance for their dog, irrespective of breed.

Be responsible with your dog

To ensure you have insurance tailored to your needs as a dog owner, AXA has launched the product Be responsible with your dog. Anyone responsible for a dog will be covered against any damage it causes.

In addition, dog owners can take out cover for criminal defence and bail bonds. Under the criminal defence cover, the insured person will receive defence and representation in any criminal proceedings covered by the policy. And if a judge orders the insured to post bail, AXA will cover it up to the sum insured’s limit.

Does my home insurance cover my dog?

The need to take out specific insurance depends on whether the dog is declared in the policy. If the dog is declared in the policy, third-party liability as a dog owner is covered, although you will need to request a certificate from the insurer confirming this. If the dog is not declared, you have the option to add it in compliance with the Animal Welfare Act.

As mentioned above, if your home insurance doesn’t already include this cover you have to take out third-party liability insurance for your dog.

What if I don’t insure the dog?

The fines for failing to have third-party liability insurance for your dog range from €500 for minor damage, up to €10,000 in the event of an accident involving the animal. Furthermore, the fine is separate from the obligation to cover any costs caused by the dog during the incident.
